At national level, the Babe\u0219-Bolyai University was awarded the title of intensive-research university and was ranked the best Romanian university in the meta-ranking of <a rel=\"noreferrer noopener\" href=\"https:\/\/cwur.org\/2019-2020.php\" target=\"_blank\">CWUR World University Rankings 2019-2020<\/a>. <\/p>\n\n\n\n<p>The project team consists of members with high expertise and <a rel=\"noreferrer noopener\" href=\"http:\/\/www.cs.ubbcluj.ro\/windmil\/publications\/\" target=\"_blank\">valuable scientific results<\/a> in the fields of artificial intelligence, software development, maintenance and software product quality. Czibula Gabriela, PhD<\/strong><\/a><a href=\"http:\/\/www.cs.ubbcluj.ro\/~gabis\/\" data-type=\"URL\" data-id=\"http:\/\/www.cs.ubbcluj.ro\/~gabis\/\"><strong><br><\/strong><\/a><br>Gabriela Czibula works as a professor in the Computer Science Department, Faculty of Mathematics and Computer Science from the Babes-Bolyai University, city of Cluj-Napoca, Romania. She received her PhD degree in Computer Science in 2003. She published more than 200 papers in prestigious journals and conferences proceedings. Czibula Istvan, PhD<\/a><br><\/strong><br>Istvan Gergely Czibula works as a professor at the Computer Science Department, Faculty of Mathematics and Computer Science from the Babes-Bolyai University, city of Cluj-Napoca, Romania. He received his PhD degree in Computer Science in 2009. He published more than 95 papers in various journals and conferences proceedings. Molnar Arthur, PhD<\/a><br><\/strong><br>Molnar Arthur is an associate professor in Computer Science currently teaching at the Babes-Bolyai University. His PhD. thesis targeted the visualisation and testing of GUI-driven applications and was successfully defended in 2012. His research expanded to cover metrics and their relation with software quality, together with applications of computer science to eHealth and adjoining domains. Mihai Andrei, PhD<br><\/strong><br>Mihai Andrei works as a lecturer in the Department of Computer Science, Faculty of Mathematics and Computer Science from the Babe\u0219-Bolyai University of Cluj-Napoca, Romania. He received his PhD degree in Computer Science in 2021, the research centering around machine learning models for weather nowcasting. He published 10 papers in international journals and conference proceedings. Her research interests include Machine Learning, Educational Data Mining and Didactics of Computer Science.<br><a href=\"https:\/\/scholar.google.com\/citations?user=1MQDkl4AAAAJ&amp;hl=ro\">Google Scholar<\/a><\/td><\/tr>\n\n<\/tbody>\n<\/table><\/figure>\n<\/p><\/details>\n\n\n\n<p>The <a href=\"https:\/\/www.meteoromania.ro\/\" target=\"_blank\" rel=\"noreferrer noopener\">Romanian National Meteorological Administration<\/a> provides warnings for the public and the disaster management authorities in case of severe weather phenomena, and also being a supplier of scientific and technical services and a competent and reliable partner for public and private entities. The Romanian NMA is actively involved in national and international research projects, and education and training respectively. Romania is currently a Cooperating State to the European Centre for Medium-Range Weather Forecasts (ECMWF), member of the EUMETNET\u2019s radar programme OPERA, and starting with 2010, a full Member State of the European Organization for the Exploitation of Meteorological Satellites (EUMETSAT). Among NMA\u2019s primary objectives is the constant work of upgrading real-time detection capabilities, and facilitating the exchange of data at local, regional and global levels.<\/p>\n\n\n\n<p>The project team consists of members with high expertise in the fields of meteorology. Members of the WinDMiL group involved in the project:<\/p>\n\n\n\n<details><summary><font color=\"red\"><b><u>Show NMA team<\/u><\/b><\/font><\/summary><p>\n<figure class=\"wp<figure class=\"wp-block-table is-style-stripes\"><table><tbody>\n<tr><td><br><strong>Eugen Mihule\u021b, Forecaster <br><\/strong><br>Eugen Mihulet works in the Satellite Laboratory of the Romanian National Meteorological Administration. Eugen has been a member, key person or initiator of several national and international research and infrastructure projects funded through Horizon programs, EEA grants, or national programs. He is enrolled in a doctoral program and the research topic is the analysis of impact of weather conditions on photovoltaic energy production using machine&nbsp;learning models. His main professional interests are new technologies in meteorology and weather data analysis using machine learning.&nbsp;<br><a rel=\"noreferrer noopener\" href=\"https:\/\/www.researchgate.net\/profile\/Eugen-Mihulet\" data-type=\"URL\" data-id=\"https:\/\/www.researchgate.net\/profile\/Eugen-Mihulet\" target=\"_blank\">Research Gate Profile<br><\/a><\/td><\/tr>\n<tr><td><br><strong>Raluca \u0218tefan, Engineer Phd Student<\/strong><br><br>Raluca \u0218tefan is an engineer at the&nbsp;Romanian National Meteorological Administration. Her main responsibilities focus on the maintenance and optimization of operational production systems, particularly for products in the field of satellite meteorology, mainly lightning activity. At the same time, she is pursuing a PhD at the Politehnica University of Bucharest, where her research is centered on air quality, emissions, and their impact on human health, using advanced computational chemistry models.<\/td><\/tr>\n<tr><td><br><strong>\u0218tefan Gabrian, PhD Student<\/strong><br><br>\u0218tefan Gabrian has been working in the Laboratory of Numerical Modelling since 2021, and he has expertise in producing realistic simulation in the field of numerical weather prediction employing earth system models such as COSMO, ICON, and WRF. Concurrently, he is pursuing a PhD at the Politehnica University of Bucharest, with research focused on the optimization of numerical weather prediction models.<\/td><\/tr>\n\n<tr><td><br><p><strong>Meda Daniela Andrei, Forecaster PhD<\/strong><br><br> Meda Daniela Andrei is a 47 years old Romanian physicist and weather forecaster. Since July 2001, she is employed as meteorologist at Romanian National Meteorological Administration, National Center for Weather Forecast (NCWF), Bucharest. As a result of the work within the NCWF, her interests are mainly oriented towards operational meteorology \u2013 short and medium range weather forecast, as well as nowcasting, based on the numerical models, radar and satellite data. Since 2017 she is scientific researcher and in 2021 became doctor in physics.
