Scholarships in the second semester, the academic year 2022/2023

Applications and files for all scholarship categories will be submitted  EXCLUSIVELY by electronic means using the scholarship platform by accessing the website  https://burse.inscrieri.ubbcluj.ro/.

When submitting documents by electronic means, they will be accompanied by a declaration regarding the compliance of the documents. Electronically uploaded documents no longer require their submission in physical format.

Scholarships calendar for the second semester of the 2022-2023 academic year


The Faculty Council has approved the minimum average grades for granting scholarships for the academic year 2022/2023, as follows:

  • The minimum average grade for awarding performance scholarships: 9.00
  • The minimum average grade for awarding merit scholarships: 7.00
  • The minimum number of credits for granting social and medical scholarships: 15 credits in specialized subjects.

Applications for the granting of performance, merit and social aid scholarships for all students on bachelor’s level (I, II, III years) and master’s level (I, II years) will be uploaded to the address: https://burse.inscrieri.ubbcluj.ro/ between February 27, 2023, and March 17, 2023, until 4:00 p.m.

IMPORTANT: THE FILES FOR GRANTING OF THE SOCIAL AID SCHOLARSHIPS WILL BE SCANNED INTO ONE PDF FILE AND WILL BE UPLOADED UNTIL MARCH 16, 2023 INTO THE PLATFORM AT THE ADDRESS:  https://burse.inscrieri.ubbcluj.ro/. On March 17, 2023, only incomplete files submitted on March 16, 2023, can be completed. AFTER THE DATE OF MARCH 17, 2023 AT 4:00 PM, COMPLETIONS WITH JUSTIFICATION DOCUMENTS WILL NO LONGER BE ACCEPTED FOR THE SOCIAL SCHOLARSHIP APPLICATIONS.

The recommendation is to upload your files to the platform for social aid scholarships as quickly as possible because if you receive comments from the secretariat, you should have the necessary time to complete the application.

Criteria for granting scholarships in case of equal averages

In the case of equal averages, the split will be based on the following criteria, considered in the following order:

  1. Scientific publications, respectively participation with papers/contributions/presentations at scientific/academic events, conferences, symposia, scientific/academic seminars, and other relevant academic activities in the semester for which the student’s performance is evaluated. For the evaluation of the extracurricular activity of the student candidate for the scholarship (see b) he will present his own original scientific research papers/communications. The applying students will provide proof of these results by attaching supporting documents to the request (e.g. published work, diploma certifying the presentation given in a scientific session); 1.1. In the case of master’s students, year 1, for semester 1, the scientific activity from the second semester of the terminal year of the degree will be taken into account, but only if the student continues his master’s studies in a related field. 1.2. The scientific activity is taken into account as the first tie-breaking criterion will only be recorded if the applying student has a scientific activity supervisor from the faculty where he is applying for the scholarship.
  2. The average for the previous semester(s) (i.e. the semester held two semesters before the one in which the scholarship is requested;
  3. The grade obtained in the subject with the most credits from the semester preceding the one in which the scholarship is requested; if the tie persists, the next subject rated with the most credits will be considered. This criterion will apply until the tie is achieved. In the situation where there are several subjects with the same number of credits at any stage of the application of this criterion, the arithmetic mean of all the respective subjects will be taken into account.
  4. The grades obtained in the optional subjects from the semester preceding the one in which the scholarship is requested.
  5. Average obtained at the entrance exam.
  6. The average obtained in the baccalaureate exam for bachelor’s level students and the average obtained in the undergraduate exam for master’s level students. In the case of equality of the average obtained in the baccalaureate exam, the undergraduate students will be separated based on the arithmetic mean of the marks from the first two written tests of the baccalaureate exam. In case of equality of the average obtained in the bachelor’s exam, the master’s level students will be separated based on the average from the baccalaureate exam, and in case of equality of the average from the baccalaureate exam, they will be separated based on the arithmetic average of the marks from the first two written tests of the baccalaureate exam.

Attention: ANAF certificates and the Agricultural Register are mandatory! Supporting documents from the Financial Administration are requested for the last 3 months for which there are definitive situations registered with the Financial Administration.

APPLICATIONS AND FILES for SOCIAL and MEDICAL SCHOLARSHIPS will be uploaded between FEBRUARY 27, 2023, and MARCH 16, 2023, on the platform at: https://burse.inscrieri.ubbcluj.ro/

Fee-paying students can obtain the social aid scholarship from the Rectorate’s fund.

MAXIMUM ADMITTED INCOME PER FAMILY MEMBER: net income of 1524 lei/family member for the months of OCTOBER 2022, NOVEMBER 2022 and DECEMBER 2022

The social scholarship application includes:

  1. Scholarship application type annex no. 7 – download from the faculty website
  2. Annex no. 8 – can be downloaded from the faculty website
  3. Annex no. 9 – can be downloaded from the faculty website
  4. Copy of the identity card
  5. Copies of parents’ identity cards/passports
  6. Copies of the birth certificates and identity cards/passports (if applicable) of the other family members dependent on the parents
  7. Pupil or student certificates for family members who follow a form of education
  8. Self-responsible declarations of one of the parents, given at the notary or at the town hall of the locality where he resides, for minor children dependent on the family, who do not follow a form of education and do not obtain their own income;
  9. Certificates regarding the amount of allowance received for minor children with medical problems.
  10. Supporting documents regarding the incomes of the students applying for the social grant and of their parents, as the case may be:coupons or certificate from the Pension House regarding the amount of the pension (regardless of its nature) for the months of OCTOBER 2022, NOVEMBER 2022, and DECEMBER 2022;
    unemployment certificate  for the months of OCTOBER 2022, NOVEMBER 2022, and DECEMBER 2022; certificate of net income for the months of OCTOBER 2022, NOVEMBER 2022, and DECEMBER 2022
  11. A self-responsible declaration given by each parent who does not obtain any kind of income, in front of a notary or at the town hall of the locality where he/she resides;
  12. copy of the death certificate, if the student is an orphan of a parent, supplemented with a certificate/coupons (for October, November, and December 2022) regarding the amount of the survivor’s pension for the student and his siblings;
  13. copy of the court decision, if the parents are divorced, to be completed with a certificate/coupon regarding the amount of alimony (for October, November, and December 2022), for the student and his siblings;
  14. supporting documents from the Financial Administration regarding the net income obtained from authorized activities (for example rents, authorized natural persons, family associations, commercial companies, activities of exploitation of personal property of the student and the family: agricultural land, forests, rents, etc.) ;
  15. declaration on the applicant’s own responsibility, from which it can be seen that he and his family have no income other than those declared (see  Appendix no. 8 ).
  16. Social Survey issued by the City Hall (if the income is zero);
  17. The social investigation is mandatory if the student’s parents work or live abroad.

The files submitted in order to obtain a social aid scholarship are taken in the form submitted by the student. It is forbidden to refuse to register the file. Completion of these files after submission is not possible, except for clarifications requested by the Faculty’s Scholarship Commission in the platform.

The declarations of the applicant or his family members given before the public notary are not necessary and mandatory in any of the situations in which the income documents, issued by the state authorities, certify the non-existence of incomes other than those declared.

The file for the medical scholarship will include:

  1. scholarship application type annex no. 7 – download from the faculty website.
  2. annex no. 10  – download from the faculty website.
  3. copy of the bulletin/identity card
  4. Medical certificate / medical certificate issued by a specialist doctor (who has passed the specialist exam in the field of diagnosis or a primary doctor with skills in the field of diagnosis) and endorsed by the family doctor or the doctor assigned to the faculty from the Student Medical Cabinet – Sports Dormitory XXI. In the medical certificate/certificate presented by the student, it must be mentioned that the diagnosis belongs to the categories of diseases specified in art. 16, paragraph (3), point 3): sick TB students, who are in the records of medical units, those suffering from diabetes, malignant diseases, severe malabsorption syndromes, chronic renal failure, bronchial asthma, epilepsy, congenital heart diseases, chronic hepatitis, glaucoma, severe myopia, immunological diseases, diseases rare, autistic spectrum disorders, hematological diseases (hemophilia, thalassemia, etc.), deafness, cystic fibrosis, those infected with the HIV or AIDS patients, those with locomotor disabilities, ankylosing spondylitis or joint rheumatism.

  • Performance scholarship 1000 lei/monthly
  • Merit scholarship 700 lei/monthly
  • Social aid grant 580 lei/monthly
